157 Under-Secretary of State Prague, 19 November 1940. Mr. Reichsprotektor Mir received a letter from the Minister of Transport of l3 Nov. l940, in which we were not involved. The letter gives rise to serious concerns. I am already paying attention to the Anachrift, in which the "Reichsprotector" is placed on a line with the " Reichsbahn-direktions". Furthermore, a regulation is also made in the Preamble concerning the Reichs Bahn officials working in the Protectorate of Bohemia and Moravia, without any reference to an Ein- vernemmen with the Herr Reichsprotektor. Finally, a whole mass of regulations are also made in the letter, which must be discussed at least once within the authority, i.e. also with the head of the Department of Transport. I would be grateful if, during his visit to you, Mr Kleinmann's Secretary of State could be made aware of the need to raise objections from this point of view to the letter.
