But in spite of the small number of Bolshevik par- ticipants, the regime had managed to enforce the mass of Russian nationalities with party members in such a way that the guarantee of a gradual penetration seemed to be in the Bolshevik sense. Thus, the party and its organizations formed only the framework in the vast masses of people in the widest space. She had secured her influence in the Red Army as well as in the country people and among the city people, and was anxious to see that every counter-revolution was recognized and suffocated in the bud.
