There can be no doubt that the position of the deputies is only to be understood in the sense of the full-time co-ordinators of the German municipal order, even if at the moment the neutral designation of the department does not clearly express this fact. In defining the final area of competence of the main official departments, and above all the extent of their self-employed right of decision, a transitional and interim form will have to be chosen in Prague, because of its nationalistic and interdependent design and the political considerations to be observed in this respect, which has to adapt to the political situation as a whole. It is understandable that this new regulation, which had been discussed in detail with the authority of the Reichsprotektor, was not a source of joy among the Czechs. Nevertheless, without any objection, the President of the State has sent an order to the city in the spirit of German wishes, which, however, must have met with the strongest disapproval of the Minister of the Interior. From a debate to which President Bienert had invited the Primator and myself, it was clear that a scapegoat was now sought for this measure and that the President of the State would have preferred to choose the primator, who, however, was retiring on an order from the Oberlandrat. The fact is that the whole matter is to be negotiated in the Council of Ministers of the Protectorate and that one thing is to know, first of all, whether further full-time departments should be created and how many questions of the President of the State could I answer only in that at the moment nothing specific can be said about it, since the reorganization of the city administration is therefore under way and everything else will depend on its outcome. The said reorganization seemed to us for a long time to be an urgent requirement of an economical and objectively well thought out administrative work. The municipal audit report of the Reichsinnenministerium had given our wish according to the last impulse. In the spirit of this report, on 1 October, the Directorate of the Economic Service and the Directorate for Health Service were dissolved.
