THE PRIMATOR-STELL REPRESENTATIVE OF THE MAIN CITY PRAG. Activity report of the Deputy Primator Prof. Dr. Pfitzer for the period from October 1 to November 30, 1941. If the two-month period is summarized in this report, then the top of all the statements is the statement that at the end of September one of those fruitful hours for the entire public life of the Protectorate began with the arrival of the Deputy Heiks Protector in Prague, which had long-held plans and wishes for a more rapid realization and created a further scope for decisive action. It was only to be taken for granted that the main city of the Protectorate also took the closest part in this development and thus contained fruits, which seemed to lie at first still in further distance. For the expansion of the German position in the Prague city administration, the September and October days were comparable to the moment when a Klapka had been arrested on 7 July l940. If, however, trade had to take place within 24 hours, a longer period of time was now fortunately available in order to realize German intentions. First, in the sense of the German municipal order, a further decisive break into the existing municipal constitution had to be enforced. If the authoritarian idea of leadership had already been firmly anchored in the top of the city on 9 December l939, then it had to be aspired now to naturalize an institution which had been akin to the full-time co-ordinators in the sense of the German municipal order. This was initiated by the creation of four full-time departments, which came into being on 1 November and were reserved exclusively for German candidates. The finance department was entrusted to Dr. Heller as a departmental officer with the title Stadtkämmerer, while the municipal utilities in the previous speaker Arch. R.
