But it must also be done in hand with a view to dismantling the old administrative system, which essentially only makes the lower authorities executive, while all the real delimiting responsibilities lie in the central or even ministerial institutions. This, one would almost say, alonenesses of the higher places, was born the dull-minded method of work, which adheres to the insignificant and passes by decisive cases. As an example, I should like to present a recent case: after the incorporation of the large Bata settlement from Alt-Tabor to Tabor, the Bata works tried to achieve their own budget and economic plan for this now-large part of the city of Tabor which is only subject to a commission composed of Bata people. The mayor of Tabor should only be able to act as a party. In this process, which is all too understandable in view of the capitalist attitude of the Bata works, the responsible speaker of the district authority worked only in such a way that he accepted the request, handed it over to the mayor for his opinion, asked for another opinion on this matter from the BATA works and finally wanted to hand over the whole process with the lapidary phrase: "I submit to the decision" to the regional authority. At the time of the meeting of the referent, he gave me the answer that this course was prescribed in general, that the district authority could do nothing about it. A German head of authority will of course first of all try to settle the matter on the spot, which should not be difficult for him in this room. From this particular case, the thinking of the higher Czech official emerges, and on the other hand, this process sheds a glaring light on the administrative methods of the autonomous authority. There is no doubt that the Bata works had already been appointed by the relevant referent of the regional authority and that this application under a Czech district head would hardly have been rejected.
