The Czech official is still obliged, in accordance with the old good tradition, to write his concepts with his hand, since he is not available with a corresponding typist. This activity requires multiple hours of work, as if the same official could dictate his often short orders. In order to remedy this situation, it is therefore necessary to train the auxiliary staff accordingly, because these very forces are once only available in small quantities and also have hardly any general office knowledge. With primitive works, stenography and machine writing, the construction and reorganization of Czech offices must be maintained. We cannot compare the construction of a Czech authority with a pyramid, such as the German authority, but rather it is a highly shaky building, the base of which is much smaller than the upper part of the building, since the number of kenzepts is larger than the auxiliary staff. The budget structure, which makes our German administration seem so healthy, namely the competent middle civil servant, is largely lacking in the Czech administration system. This type of civil servant has been greatly neglected in relation to the academic/very much neglected, as one paid homage to the principle that an academic would always do better than a non-academic. These are those who serve from the pike and who have knowledge of normal administrative procedures, and who often do not have the knowledge of senior officials; they are absolutely indispensable for a healthy structure. The fact that this middle bean is also very much in place in the autonomous orphanage system shows me various examples of young officials, actuators and the same who have above-average knowledge and are also encouraged to expand it and exploit it in their practical work. As heads of German authorities, we are faced with a very important task here, because if possible, we must try to reach such a middle-level civil servant average and not allow it to be left with the few exceptions.
