VS - 21 - It is necessary that all German administrative officials, regardless of whether they are active in the rich's own or autonomous administration, keep this objective in mind and, in so doing, allow the aspects of strengthening their own position to be discussed only to the extent that they serve to strengthen the overall German position. Thoughts, as they recently represented, that the Reich's order administration must arise in the autonomous one, are therefore to be regarded as wrong, but the development must go away that the imperial order administration, which is for the time being only a German bulwark in the independent administration, slowly absorbs the autonomous administration and makes it an imperial order management, so that, once the time point of the abolition of autonomy should come, this state has in fact long since occurred. I believe that the conversion was the best possible use of the circumstances to be taken into account in order to achieve this objective.
