It was further stated that they had been even more supervised by the establishment of the Reichsauftragsverwaltung and had been subjected to increased German control. Moreover, their situation had now been worsened by the fact that they were now burdened with responsibility. In the past, the responsibility had been with the Higher Regional Councils; the Czech officials had only worked on their instructions and therefore the autonomous authorities could not have been held to too great a responsibility. However, the Czech official was now personally responsible for his department and could therefore also be dealt with personally for shortcomings. This possibility also gave the Germans the opportunity to gradually replace the Czech officials who did not accept them with Dauche. However, the small civil servant accepted more protection in all personal matters and raising his social situation, especially on the pay question. In part, the reconstruction was also considered a criminal measure. In conclusion, it can be noted that, at least as far as the German population and the Czech middle and lower strata are concerned, he was perceived as right in his basic line and therefore accepted, but the apparent atmospheric effects of the reconstruction still give a different view.
