English Translation

32 - 2 - the state authorities in Bohemia and in Moravia, or the lower, the district main teams and autonomous police authorities, distributed. Also certain powers of the Reich Protector were transferred dea state authorities. However, the tasks assigned were not treated indiscriminately with those of the autonomous administration, but were assigned as "Reichsauftragsverwaltung" on a contract basis. This is expressed quite externally in the fact that the autonomous authorities, as far as they perceive Reichsvermittelsbehörde, carry the name "Der Bezirkshauptmann in ......" - Reichsbeauftragsverwaltung -" or accordingly and use the small Reich seal. In order to carry out the delegated administrative tasks, the autonomous authorities were assigned to German civil servants and employees, who were grouped together within the framework of each authority in the German department. In the case of autonomous police authorities, certain tasks have been carried out by an executive district chief, who has been appointed at the headquarters of the previous Oberlandrats and who has consistently been headed by Germany. This system has been used to eliminate duplication and at least institutionally deal with the tasks previously carried out by the Oberlandrats by the autonomous administration, albeit not by Czech officials. The officials previously employed by the Oberlandrats were freed for other tasks and could be transferred to the German departments and to the administration.
