. . 27-22 - S• it proved, in order to take only one example, that the Reich redktor sent concrete applications to the auton me government in Ferm von Erlässen to the Czech Minister-President, since the permanent positions of the central authorities in the Czech Republic were different from those of the German administration of the Reichsprtekter and since it seemed practical to be able to be responsible for the implementation of an individual on the Czech side. This procedure, however, was very soon used by the Czechoslovak authorities in order to highlight the Czech Prime Minister to an unwelcome extent, who had developed his own large office with extensive competence in his presidency of the Council of Ministers. Thus, the anti-state activity and judgment of the last Prime Minister Elias as an occasion to abolish the Council of Ministers Bureau at all and only to leave a Czech leader of the government without his own office as primus interpares, accordingly the Czech central authorities in their responsibilities were adapted to the needs of the German administration. A disturbing ambiguity soon came about by the duality of the fully functioning autonomous administration and the likewise increasingly developing rich-own administration, this often led to d daaa misch, still in the interest of speeding up a matter, still man-made. In addition, in order to make the surveillance activities of the Reichsprotektor more transparent in the pure implementation of measures, German civil servants were incorporated into key measures in individual Czech authorities, which were intended to develop pure surveillance measures without too much intervention in the proper course of the authority. The development, however, was naturally due to the fact that it was precisely through the installation of German civil servants that overlaps and duplications with the rich's own administration increased.
