> * 26 - 21 with the fact that the concept of "reichsgebiet" had to undergo a permanent extension, and thus also the rich's own utilization assumed an ever greater scope, provided legal basis for this besides the Führer's decree the regulations issued for its implementation, in particular the so-called construction regulation, the regulation of the legal status and tasks of the German police in the Protectorate. I can presume that the activities of the Reichsrrotektor, i.e. the Upper Land Councils, as directly subordinate authorities, can be divided into its legislative activities and its administrative activities. In the case of legislative activity, in turn, it is necessary to distinguish between a direct act, either in the form of regulations in the Reichsprotector's own announcement sheet or in Ferm, of participation in the legislative activity of other supreme authorities, and an indirect act of influence on the design of autonomous rights. The administrative activity is again divided into a direct one, with which in particular concerns of the German citizens, such as citizenship petitions, military matters, registration matters, supply and welfare matters are dealt with, but then also other matters, whose perception by rich own authorities is in the interest of the Reich and its security or the erfordarniese of the war economy, and an indirect one by means of linfluss on the protectorate's own administration and its supervision. The autonomous customs administration takes an intermediate position and works on the direct order of the empire under a chief finance president, this regulation can be regarded as a preliminary stage to the reform of the administration of June 1942. The practice of handling an indireltonous influence on the autonomous administration has undergone some changes. 22
