On September 21st 1938 /Wednesday/. the chief of the Presidium of the Supreme Administrative Court Doz Dr. Jiří Havelka /I was then secretary of the Supreme Administrative Court/ at about ll o'clock in his office and informed me that the Council of Ministers has just received the result of Berchtesgaden , concerning the assignment of the German territory. /The public only learned this message in the evening from a rally on radio, which the Re- 4. We considered the situation that we expected in previous talks, and Havelka felt that the last moment had come for a direct negotiation with Germany. I was entirely of the same opinion and according to our opinion that the most appropriate solution was to Berlin. In the course of this conversation, the first president of the Supreme Administrative Court Dr Hácha, who shared our view that the chairman of the government should be sent to Berlin immediately, stepped out of his adjoining study.
