2/ Position and duties of the German Minister of State for Bohemia and Moravia. As announced in the circular of the Reichsminister and head of the Imperial Chancellery to the Supreme Reich authorities on 29 July 1943 - Rk 9911 D - the Führer has reorganized the exercise of imperial authority in the Protectorate of Bohemia and Mähren. The maintenance of the government activities which encompass the interests of the Reich with the provisions contained in the Führer's Decree of 16 March 1939 and the relevant provisions (in particular the establishment of the administration and the German security police in the Protectorate of Bohemia and Moravia, September 1, 1939 - RGBl.I p. 1681) The tasks and powers laid down now lie with the German Minister of State for Bohemia and Moravia. These include the supreme management of the rich's own administration in the Protectorate of Bohemia and the Moravian Republic, as well as the exercise of the Reich's supervision over the entire autonomous administration of the Protectorates. The authority at the disposal of the German Minister of State is called "German Ministry of State for Bohemia and Moravia", until the administrative reform in the year l942, which was the basis of the Führer's decree of 7 May 1942 - RGBl.I)S 329, these tasks and powers became by the authority of the Reich Protector and as subordinate authority for all branches .. With the exception of Reichsbahn-, Reichspost-, Reichsjustis- und Reichs sollverwaltung (Reichsverwalterung), the administration of the Reichsland by 15 Upper Land Councils had resulted in an intensive supervision of the Empire in the previous years and thus an ever stronger direct intervention in details of the autonomous government and administration by the aforementioned authorities. As a result, both the Reichsprotektor's authority and the Oberlandratsamt's offices had grown considerably.The administrative reform of l942 brought about the dissolution of the Oberlandsrats and the transfer of the rich's own administrative tasks to the autonomous administration as "Reichsauftragsverwaltung" (Reichauftungsverwalterung).
