It is clear that the main focus of the United Nations must first be on the complete ending of this war and thus on a complete victory of these nations. Then, however, the United Nations will jointly begin the great work of reconstruction and, through the methods of it, it will be clear at times if the coming peace is to become a more lasting one. It is already necessary to work out the conditions for the ceasefire, because after the war, the United Nations will be a single and unified state complex even more than it is today, in which all small states must be legally integrated. In the future, however, this confederation of states must be a practical organisation, which has learned from the mistakes made in past times and has drawn the right conclusions. Above all, Russia must also be involved in this re-design, because Russia's Jsolation after the First World War was a great disaster. It is to be expected that the Soviets will launch the Prühjahrsoffensive against the German invaders quickly and effectively. This will be a tremendous battle, but the outcome of which is no longer to be doubted. It is certain that the Russians will win the final victory, although the Germans will certainly be able to achieve some success at first, but in the autumn the situation will have decided clearly in favour of Russia. Therefore, the Soviet Union must also be given the proper place in the future complex of the great powers. Because I recognized this, I suggested that the Soviet Union be included in the League of Nations in 1940... (disturbing).... We must not forget France, which in the future will also be able to do great things, as it has previously proved in its great history. It goes without saying that the new France and its transformation will rest exclusively in the hands of the young generation of the Third War and that their cooperation will not least depend on the preservation of the European balance...
