9346 24 Group I 1 I 1 c - 5570 Prague, the (June 1942 SH Cobs Subject: German language examinations of teachers, insofar as they are not covered by the officials of the higher service. l.)Note: Tebbre The German language exams for the officials - including the teachers, which must be carried out before autonomous commissions, are to be completed according to an instruction of the Secretary of State until 30.6.1942. The Ministry of Education and People's Culture has postponed this period until after the main holidays. In response to a request to Group I/lo on this matter, the following opinion, reproduced in copy, was received: "In April ds.d., the two German section heads at Langhans and Dr. Willinger's Ministry of Education asked Group I 10 in writing and several times in the strongest possible form whether the German language exams for the Czech teachers of the Protectorate could be postponed until after the Great Holiday. Its decree of 3 May 1994 on the knowledge of the German language among the public servants of the autonomous administration of the Proto-Cover, which set 30 June 19942 as the latest date for the completion of the language tests, was not yet known to the Ilo group; it is not in the case of the local files. At the same time, the deputy of the head of the group, Oberschulrat Fitzek, informed President Kraus of the following: It would be decisive whether the decree of the Presidium of the Ministry of Education of 23.2. 1942, Z 555 Pres., in whose section 10 the provision that the examination must be filed by 30.6.l942 at the latest, is issued by the ministry in its own jurisdiction, or whether they proceed towards a decree of the Reichsprotectar. If the former were to be the case, then the mini- sterium could also postpone the date in its own jurisdiction, if the latter were to apply, the matter had to be referred to the Reichsprotector for a decision. In this case, the leader of your group, President Kraus, should act accordingly. Since then, however, nothing has happened; this is explained by the transition of the President Kraus to the Propaganda Office. According to the situation of the Pinge, I consider the postponement of the language exams, as far as they have not already taken place until after the summer holidays, to be absolutely necessary. The two section heads Dr. Willinger and Langhans strongly point out that l. for the teachers of the Czech higher schools, sprad exams cannot be carried out before the holidays,
