Every young man of a national political education institution belongs to the German Young People or the Hitler Youth. With regard to the distances to the Tell, the service year of the national political educational institutions is interrupted only by three longer holidays, namely at Christmas, at Easter and in summer. The certificate of the National Political Educational Institutions (Typical Certificate) entitles students to attend universities and higher education institutions. In principle, only after successful entrance examination, which lasts eight days and is normally held only for the first train (class) and for the third train of the institutions before Easter. It focuses primarily on the determination of physical, mental and character skills and characteristics. The managers alone decide on admissions to the natlonal political educational institutions. In view of the strong commitment to the National Political Educational Institutions, it is not necessary to derive from the existence of the entrance examination a right to be admitted to a National Political Education Institute. Applications for admission to a National Political Education Institute must be submitted to the heads of the National Political Institutes or to the inspection of National Political Educational Institutions (Berlin W 8, Unter den Linden 59). It is reserved to ask the boy and his parents for a personal presentation at the head of the institution before admission to the close-up examination. To save costs, the examiner can be transferred from the letter of the institute to another institution closer to the place of residence of the examiners to perform the entrance examination. Short- and farsighted and hearing impaired people are not admitted to the institutions.
