Reference: In September of last year, Mr. Reichsminister Dr. Lammers gave a lecture to the Führer on the question of the restricted admission of Czech Students to study at German higher education institutions. At the request of Mr. Imperial Minister Dr. Mr Lammers has drawn up an opinion, the copy of which I will attach to you. Lammers then sent a letter to the Reichsprotektor in November of the previous year, in which he informed that the Führer, subject to the strictest observance of the points of view I have set out, agreed in principle with the plan to allow Czech people to study at German universities to a limited extent, but that he would reserve the final decision until the end of the war.
