209 \ -9- those acts which are directed against the German Empire and which have been committed according to the 15.3.1939. The acts committed before this date are then to be regarded as hostile to the rich if, according to common sense, they have to be perceived as "indecent", and all communist and strongly left-wing social democratic activities, as well as similar directed actions which have nothing to do with the Czech national consciousness, and activities of Jews of any nationality directed against Germanism. From this point of view, numerous assets in the Protectorate could be seized with the aim of confiscation in favour of the German Reich. The circular decree of the Reich Security Main Office from 2.4.41 - II A 5. (new) No. 189/41 - 212/1 - makes it considerably easier to establish the procedure for determining the Jews who had fled or emigrated to the country, since he determined that such Jews could be presumed to have engaged in an anti-rich activity abroad. In addition to the subjective procedure, the regulation of 4.lo.l939 also provides for the possibility of confiscating and confiscation, without regard to the owner and owner, of goods and rights which were or are intended to promote anti-rich provisions. 2.) The procedure laid down in this Regulation shall be carried out by the State Police: 1. The confiscation of assets regarded as hostile to the rich. It shall be carried out by opening the confiscation to the person concerned, to the extent that it is attainable, by recording, securing and taking over the seized assets in official custody, by paying for additional assets, in particular by means of bank round-ups and by confessing the person affected by the confessing.
