Right of the manager to retain cards. The state administration has built up the distribution of rations on the physical performance of the work. Those who work the hardest receive the greatest meal from the bread basket of the people: the worker and the soldier. If a special ration is assigned to the hard-working person from this bread basket, then there is an interest for the state on the other hand in the fact that this allowance actually benefits the favored worker. In so far as it is technically possible to ensure that the person who creates the farm receives part of the allowance as a warm meal. This gives the manager the right, in all cases where an orderly plant catering is feasible, to retain the supplementary and supplemental cards given to him by the nutrition office for the members of his followers. Although the allowance card is not limited to the premises with factory kitchen catering, they should actually be used for this purpose where factory kitchens exist. The managers are therefore entitled by law to retain the food card sections provided for in Note 1 or to return the whole card to the nutrition offices if individual members of the association refuse to participate in the catering of the factory in their own interest. This right of recourse is laid down in Declaration No. 225/39 Coll. of 7 October 1939, in Notice No. 1043/41 in the Official Journal.
