About the Head of Division II 2528.9. 1942 to the Secretary of State in P IfR o 1./ The Reichsmarschall of the Great German Reich issued an order to the Ministry of Economic Affairs and Labour, as well as to the employment services in Holland, Belgium, France and in the General Government, by order of 21.8.1942, to prepare for the establishment of building battalions the obligation of construction and auxiliary workers /the Protectorate is made up of 4390/. Further instructions were offered. 2./ Immediately after the receipt of the decree, the authorized representative for the work was informed that almost all reparable roomers, electric fitters, glassers and roofers were already obliged to work in the rest of the Reich area in the course of previous emergency actions and are now no longer available. The General Plenipotentiary for Labour Operations stated that all measures may initially be omitted until further orders have been issued. 3./ With the decree of the General Plenitend for Labor Operations of 8 September 1942, the ruthless throttling of all not necessarily necessary buildings was demanded and the position of the 439o workers ordered. The workers are collected and uniformed on the Baumholder/Rhineland troop training ground /oL/. Their use is carried out in the removal of bomb damage and on the basis of a more specific uniform regulation of working conditions.
