71 -3- Whether or not political necessity has made these measures necessary could not be ascertained and not recognized, especially since the expropriation actually carried out on the basis of the Government Regulation of 21.3.1939 on the management of economic enterprises and enterprises and on the supervision of the same and not on the grounds of an expropriatory regulation is carried out. The fact that the declaration against Benes cannot be taken as the reason for this expropriation may also be apparent from the fact that e.g. The present Minister of Propaganda in the Protectorate, M or r a v e c,was most active against the German Reich before the establishment of the Protectorates, and that the author of a declaration of loyalty to Benes by the Czechoslovak judiciary now holds an excellent position within the judiciary.This is an expression of the fact that for the behaviour of the then Czechoslovakian nationals full confession was shown by the German Empire and that these statements were valued as they alone could be considered, namely as manifestations born out of necessity and coercion, which have nothing to do with an anti-rich attitude. I urge you once again, a n z u - o r d n e n , that further measures should first be omitted so that the matter can be discussed. I would also ask you to consider inviting the aristocracy concerned to take note of their person.This, too, seems important for the assessment of the matter.
