I would like to thank the President-in-Office of the Council, Mr President, for the excellent work he has done on this subject, and I would also like to congratulate him on his excellent work on the work of the Committee on the Environment, Public Health and Consumer Protection. In the recent discussion with Mr Stuckart, he drew my attention to the fact that, because of the good attitude of the Latvian and Estonian associations on the front, the establishment of extensive autonomy for Latvia - Estonia would be considered, which would naturally result in a substantial restriction on the activities of the Reichskommissar. With regard to the uncertainty as to what the administrative organization in the Eastland would look like, he could not therefore recommend that I go now swon as a permanent representative of the Reichskommissar to the East. He expressly informs me that this would be his view regarding my use, also the view of the Minister of the Empire and Reichsführer SS Himmler. In the meeting with Mr. Reichsminister Rosenberg and his permanent representative, Mr. Gauleiter Meyer, I then asked for a reference to the declared administrative situation in the eastern part of the country - attempts at autonomy - not to force my appointment, but to await the further development of the situation.
