Following your letter to Minister of State K.H.Frank, in which you, Minister of the Reich, inform that you have urged Mr. Reichsminister Rosenberg to appoint me as permanent representative of Mr. Imperial Commission in Riga, I would like to report the following: About a few days ago I was appointed Minister for the Reich Rosenberg in order to discuss a number of issues concerning my position in Riga. I have previously been to Secretary of State Dr. Stuckart to discuss the general situation, as it seemed to me possible that changes would occur as a result of military operations in the administration of the eastern country.
