STATE SECRETARY FOR THE RUSSIAN PROTECTOR IN THINGS AND IN MORAVA, PRAGUE, inv. 594, sig. 109-4/341
English Translation
I must point out in particular the intensive work of Kann zu Mann, which the Nationele Community is undertaking in this respect, and the results of this work, as they were shown above all on 7 and 15 March 1940. Without a doubt, it is impossible, through purely administrative methods, to encourage the majority of the people to behave as it appeared on the above-mentioned days, but it was only possible to achieve this by the intensive political work carried out by the National Community. On this occasion I also commemorate the rally of the head of the Nebeský National Community at the plenary session on 15 March 1940. I should like to stress that this rally was not expected from the German side and that it was not based on an instruction given by me, but solely on the initiative of the national community. From the point of view of the interests of the German Republic, it is therefore pointless to support extreme elements, especially the Vlajka, because the National Community is pursuing the same political line. There is, however, a considerable difference in that the national community actually has the vast majority of the nation behind it and also has the possibility of entering the broadest sections of the population, while the extreme groups rely only on the sporadic cells of the apparatus which they are supposed to have at their disposal, and, moreover, on each other's own representatives.
