Formally, he is entitled to do so because the former representative of the Federal Foreign Office, M-Brigadeführer Gerlach, had agreed to use these consulate reports after consultation in Berlin. I agreed to Urban's intention, as a presentation of the currently available documents. The publication of this current publication would, in fact, be delayed by many months in an unbroken book at the Federal Foreign Office.
