The direct relations between the individual circuit leader and the ground authority, however, would be facilitated if the tendency and the task of the ground office were made binding to the circuit leaders. On every occasion, the difference between the salaries of the officials from Altreich and Sudetengau and the people's German officials in circles of the NSDAP is raised. The district leaders would welcome the announcement by the office of the Reichsprotector according to which aspects the oiling of the German officials takes place. Then the circuit leader could clearly state his position on all rumours and pre- ventions. The ambiguity relates to the protectorate allowance, the separate allowance, a so-called hazard allowance and other allowances, of which I am convinced that they do not exist, but that even if they are passed on only as a motivating measure, they can easily lead under. A clear description, which would be communicated to the district head of the NsDAp for his own hands and perhaps for confidential use, can be enlightening here. I do not want to conceal that the non-allocation of marriage loans to people's Germans has often called for a dissenting mood.
