1. Publication sheet on the letter to the Secretary of StateK.H.Frank,Prague 37 of 9 December 1939 to a specific case. In Ostmark and Sudeten- gau, the head of the public administration from the liquidation of German organizations has been able to establish a so-called foundation for development. In the Protectorate, the funds released here are not to be transferred to the NSDAP. As I understand it, some of these amounts are to be used to establish a so-called Volkstumsfondes. I do not want to hide, Secretary of State, that my personal opinion is that if you get the means to do so, the party could fulfil the purposes that such a populartumsfond is supposed to achieve. I believe that here the party is called to fulfil the tasks of the people of Germany in the first row. Of course, this should under no circumstances mean that the initiative and influence of the German state authorities might not be desired here. On the contrary, I have already warmly welcomed this support, and this does not require any further insurance on my part. As I am aware that in these days the problem of the state and the party in the Protectorate has come to the fore strongly, it seems to me necessary to recall the issues mentioned here and discussed repeatedly between us. I have the slightest conviction and the reassuring feeling that you, Secretary of State, even if you are in the leading position in the state apparatus, are in first place party comrades, so you will undoubtedly give your opinion on purely factual points of view and the party will not have to fight an influence against your decisions. You, too, have certainly again been able to convince yourself that the party has successfully solved the tasks it has undertaken so far. I can assure my person and the circle leaders of the Protectorate that we will not be disappointed in future, even where the party is being used for the task of the people of Germany. Finally, I want to express my opinion that I am firmly convinced that the NSDAP in the Protectorate is already quite capable of fulfilling all the tasks and duties that have been placed upon it by the leader and which it has to fulfil throughout the whole of Germany. However, I believe that in order to achieve the right relationship between the party and the state, it is necessary to have a strong feeling between the leading men of both pillars of the Great German Empire.
