(a) Where there are legal obstacles to the collection of claims, then the procedure must be initiated, but with a justification which is objectively satisfactory. b) If the suspicion of a prosecutable act is justified, then the procedures must be carried out as before. < If the documents in the file are often quite poor, the main negotiation gives nevertheless always an image of the events at that time. The atonement then also does not remain. In my opinion, the pacification of the Protectorate cannot be affected by these procedures, because criminal proceedings which have become necessary since the existence of the protectorate do not insignificantly exceed the number of Liguidation proceedings from the State of the annexation.
