The mayors greeted the government chairman by standing up. After a short piece of music, which was by the way pathetic, District Chief Scholz read the text of the welcome speech. It was not pleasant to note that as a German he did not take even a half-tight stance, he turned to the speaker's desk and supported his left arm. After him the deputy mayor Lot greeted the speaker. Then Bienert entered the speaker console and apologized for his late arrival with the public air alarm. The fact that at the German greeting of the chairman of the government, as in the speech of the district head Schelz, only one third of the mayors rose from the squares and the hand to the greeting, while the remaining part of those present partly made the attempt to get up or remained seated at all, left a pitiful impression. Bienert read about 25 minutes in a semi-loud tone, holding the text against the ceiling lighting. Since he did not speak directly into the microphone, the speech was very difficult to understand in the hall. It was also striking that many participants began coughing when Bienert came to talk about his three-year work as a minister and the prodigious work of the Protectorate government, which increased in the treatment of the refugee question. Individual mayors standing on the gallery met each other when Bienert declared that the refugees were only here for a short time, had to be accommodated in the Protectorate and would return to their homeland at the appropriate time. The speech itself impressed, since it was read without any momentum and monotonously, the participants obviously did not. The speech by Bienert and also the conclusion of the speech were taken wordless, without any applause. Only the Czech mayor of Strakonitz and district head Scholz thanked the head of the government for his presentation.
