Subject: Statements by Minister B i n e r t on temporary issues. Minister Bienert said some time ago to a Czech Ge- SS 3E6 O01 währsmann: 1.) On the question of the possibility of formation of gangs in Bohemia and Moravia, Minister Bierert said, in addition to the view already stated in the present report No. 79/44 of September 2, 1944, that in the Protectorate the gang system did not become a tool of hostile politics, because the political conditions were not the same as in the Balkan countries and France. He constantly dealt with the activities of the gangs in France, Slovakia and the Balkan states. In his view, the gang struggle was a new form of "home-treacherous war", which was conceived by the Bolsheviks, and had gained not only military but also high political significance. In France, the gangs must have exerted a significant influence on the course of German operations; in Slovakia, they are a great danger because the activity could easily spread to the eastern parts of the Protectorate; the gang system must be combated by means of police and power, but it is already too late to do so.
