IN 10a has so far been done by the German supervisory authorities, which has changed the political and economic face of the country in a significant way. There has been no lack of reform proposals over the last few years. They mostly moved in the direction of a strong expansion of power for some or all Upper Land Councils and sometimes carried a rather personal note. Unfortunately, a civil servant feudality appeared soon, which was unknown to me from the simple conditions of my closer home. This was an aversion to the domestic Germans, which sometimes increased to a bright hatred, but also to some Germans from the Old Kingdom who were active here, it was on their nerves. Personal unpopularity was thus the first incitement to the efforts arising from German-speaking Germany to eliminate the superimposition of the protectorate administration by the unsympathetic German supervisory administration and to place the protectorates administration directly in German hands. In any case, the fact is that this process has been initiated and is now well advanced, but far from being completed, which has now led to a certain crisis-like state of half-hood, causing uncertainty. In my opinion, two conditions should be fulfilled if the Oberlandrats were to be deprived of the German supervisory authority as lower ground : 1.) The state authorities, in their capacity as superior authority of the district authorities in the German sense, would have to be so developed that the German district head would indeed have an absolutely reliable support for them in all administrative areas. In my experience, very little has yet been done in this direction, which does not change the opposite optimistic view of interests. 06755
