41 -2- II, Letter to: To the Minister of the Reich for People's Enlightenment and Propaganda Berlinw8 Wilhelmsplatz 9. Dear Mr Reichsminister ! The Reichsführer-4 informs me that with his approval of the enclosed letter to a Czech resistance group in the Protectorate by Dr. Eduard Benesch was unmistakably sent to the Reichsprotektor in Bohemia and Moravia by the Higher 4 and Police Leader, M-Group Leader State Secretary Frank. With the understanding of the Reichsführer-i, Secretary of State Frank has already announced these letters, which are particularly important for the political development in the Protectorate, in his speech at a Czech government rally on 26.2.43 in Prague. The whole content of this letter is unlikely to be considered for publication. However, the Reichsführer-4 is of the opinion that further parts of this letter should be evaluated propagandistically within the Reich and abroad beyond the posts announced by Secretary of State Frank. As far as I know, the Benesch letter was not mentioned at all in the Reichspresse and the other Reichspropaganda in the context of reporting on the Prague rally. It is precisely in view of this situation that I believe it is possible to take up the matter completely again now, all the more so as certain passages of the letter were made by the last disputes between the emigrant governments and the political expressions made in connection with the anniversary of the establishment of an independent Slovakia from various sides. If the propagandistic approach to the matter nevertheless seems to you silent, I would be prepared to provide you with a suitable starting point by releasing further material taken up by the state police in connection with the assassination of the leader of the upper group, Heydrich. I would be to you, Mr Reichsminister, for as much as possible.
