20 - 5 - In this context, it is remarkable that people of the two first-level groups in particular have often expressed the view that it is regrettable that the speech was not given earlier. It was to be heard that the speech would be very late and it would have been better to speak to the Czechs earlier, since in this case their attitude to today's problems might be quite different. With regard to the participants in the rally, statements could be made in such a way that only invited guests were present, which can therefore in no way be seen as a part of the whole Czech people, and that the Czech operators present at the rally only took part in this in order to avoid unpleasant consequences. The purpose of the rally is to have existed before, especially among the working and middle civil servants, the view that the protectorate government would announce the Czechs' mobile and compulsory military service, at least a few years ago. In this respect, the speech naturally seemed reassuring and in some cases even created the impression that the empire was not as weak as one would like to accept in the Czech camp.
