English Translation

The protectorate (the protectorate government) has only limited sovereign rights. Certain matters - e.g. the jurisdiction - have been partially, others - for example, the foreign and the military have been completely transferred to the German Reich. (See, among other things, Art.2,3,5, among others, 7 of the decree of 16.3.1939 and the laws given in its implementation). The military concerns were perceived in the republic by the Mini- steriud for national defense; today the kingdom undoubtedly preserves these concerns. So - without concern for all other issues of dispute - can be spoken of as a succession of the German Reich. This is also confirmed by the Reichsgesetz of July 12, 1939, which established the transition of property and the administration of objects that served milityal purposes; to the German Reich (O.K.w.). As far as concerns of the Häwaffne en Ss are concerned, the Reichemifisterium of the interior, to which the armed SS is subject administratively, takes place. According to Art.12 of the Decree of 16.3.79ߧ-, the law which is now in force in foer0 Bohemia and Mühren remains in force, unless the German Reich agrees with the meaning of the takeover of Sehutz. The law of 29.3.1935 has not yet been enacted. There is no reason to apply § 6 of this law - according to the changed circumstances - not even to the German Reich, the powers granted under this law by the Ministry of National Defence must be recognized today the Reich, which has taken over the tasks of state defense in the Protectorate. The local authorities -Bolenamt and District Authority (Magistrate) Brno - also share the standpuikt represented here. In other respects, the powers and rights of the former Ministry of Education will have been largely transferred to the corresponding Ministry of the Autonomous Protectorate Government. This is probably the same as today's actual state.
