Circular to all district and state police authorities. In the Reichsgesetzblatt, No. 169, on page 1683 the decree of September 1, 1939 on extraordinary broadcasting measures was proclaimed the following text: In modern war the opponent fights not only with military weapons, but also with means which the people should mentally influence and wear down. One of these means is broadcasting. Every word sent by the opponent is, of course, lost and destined to harm the German people.The Reich government knows that the German nation knows this danger and therefore expects that every German, out of a sense of responsibility, makes it a duty of decency to refrain from listening to foreign channels in principle. For those people who lack this sense of responsibility, the Council of Ministers for the Defence of the Reich has issued the following decree. The Council of Council for the Defense of the Empire decrees for the territory of the Great German Reich with legal force: § 1. The deliberate interception of foreign channels is prohibited. t yorp
