- 6 - The need to break radically with the methods used to date and to create a financially sound starting point arises from this. I stress once again that a German political leadership instrument in this area must be deprived of any criticism as to its commercial behaviour and, as a result, need to be adequately measured in the budget in order to ensure that the management is truly sound. The current state of affairs, which forces the directors of the broadcasting group to constantly consider the possibility of delaying the long-due bankruptcy, does not correspond in any way to the management tasks of the instrument. Finally, I ask once again to establish as the supreme principle for the negotiations that are now to come: the broadcasting licence is to be paid for. In any case, debts of the postal budget or grant requirements for non-radio broadcasting purposes may not be financed from broadcasting funds in such a way as to reduce or even endanger the financial basis of the broadcasting group. In particular, I would ask that the opposite side not let go of its fierce desire to attract further funds from the broadcasting budget for broadcasting purposes, in order to rehabilitate the distressing postal budget in this way. I note that the political claim of broadcasting must be given priority over this ambition 14mm.
