I reserve the right to offset the underfinancing already incurred in the course of the financial year against any further claims of the post office which may be expected. From a conversation with Postrat Einbeck it could be seen that at least on the side of the German Post group there are completely wrong views about the type of financial industry within the broadcasting group. I stress that not only the salaries are significantly lower than the comparable salaries of the rice, but also that the entire fee-rates -manuscript-honorares as well as artists' fees - never reach the rich level, often only about 20% of the fees usual in the Reich for equal services, i.e. Practically, that an underpayment takes place that exceeds the desired standard of living range between empire and protectorate in this sector by several times, and which, seen in the long run, makes the maintenance of artistic quality impossible. I would ask that the whole problem of financing the Czech part of the Böhmen-Mähren broadcasting group be seen primarily as a matter of political leadership and only in the second place as a purely financial matter. From the opposite side the attempt has been made to play the whole affair over to the Reich and indeed on the side of the post there is the wish to conclude the new regulation not with the Czech Broadcasting Society, but with the broadcasting group as part of the Reichs-Rundfunk-Gesellschaft, i.e. practically with the Reich Radio Society itself. I think that this regulation is impossible because it initially contradicts the legal requirements and, on the other hand, completely ignores the actual situation. The transmitter group Böhmen-Mähren is a political management instrument of the German leadership of this area and therefore has the right to be judged, treated and financed according to the points of view valid for this area. The current financing of Czech broadcasting by the responsible Czech authorities can only be described as under-financing of the worst kind with the exception of any long-term planning.
