Basically, the following should be noted: It is certainly unreserved in itself to allow Czechs within the Protectorate (as well as in Vienna and the Sudetengau) to participate artistically in German cultural events. Rather, it is a matter of conveying Czechs, who are eligible to do so, to the Old Kingdom and in their place to bring Germans from the rest of the Reich into the Protectorate. However, this ideal solution is faced with considerable war-related difficulties. On the one hand, it cannot and should not be prevented that the local Germans enter the Wehrmacht and thus release their posts for war duration. On the other hand, until now, it has been only very little possible to bring new German cultural workers from the rest of the Reich into the Protectorate. The question arises, therefore, whether as a result of this personnel situation a significant weakening or reduction in the level of German cultural life in the Protectorate is accepted or whether German cultural living should be kept at the present level with the help of Czechs as far as possible. I believe that the preservation of the German cultural level must be decisive and therefore Czechs can also be admitted to participation in German ulturative institutions in the Protectorate under the following conditions: 1.) Employment of the Czechs only in subordinate positions, so that they cannot affect the German overall impression of the cultural event concerned. 3.) Approval of the Reichsprotektor and the local competent party departments in each individual case. 4.) Design of the employment contracts of the Czech auxiliary staff in such a way that their departure with the availability of significant forces can be reduced. 5.) Special management of the cultural organizations involved, which ensures that the Czechs, as far as possible in German, can later transfer to the Old Kingdom - 3 -
