6ov - 2 - to work together, but only to operate within their particular sector, thus eliminating significant quantities in the transition from one control to another. The shortcomings identified must be addressed by a uniform surveillance by the police, the gendarmerie and the municipal police, which in themselves are already subject to the prosecution and investigation of administrative and criminal offences against the economic provisions of war on the hereditary scale. This monitoring must not only cover producers, distributors and consumers with regard to the exact compliance with all the rules of war, but must also reveal errors and misconduct, which unfortunately have already occurred with the organizations and associations responsible for the re-management, the circle of activities of the gendarmes, police and municipal police, which have moved to the village, and the precise knowledge of the local conditions associated with it, must result in effective monitoring when the personal responsibility of the individual organs is established. To this end, a rapid, reliable and uniform management of this tight surveillance network, which spans the country as a whole, must be carried out by your person, and this brief summary should only show you the basic guidelines of your task. I look forward to a personal presentation on the specific implementing provisions and instructions to the subordinate bodies. I have instructed the President of the Council to give you all the necessary powers in order to overcome all the difficulties arising from the usual overlaps of jurisdiction with other departments and to ensure that you receive the necessary assistance from specialised bodies of other central offices from the outset. In the transfer of this task, on whose restless and pervasive fulfilment the Lord Reich Protector attaches the greatest importance, I tell you, Minister, on the special obligation of service which you have towards the Reich and its leader.
