136 In one case /Křesina Karl in Saluschan/ the control could not be terminated because the named farmer was drunk.Since there is also a reasonable suspicion that Křestina has managed to get part of the grain aside, since the quantity of cereals he has declared is not in proportion to his area of production, this case will again be subject to detailed control. During the checks carried out, two black meals were also found: Karl Farář in Saluschan, who had the lo0 kg of wheat ground in the mill of Bohumil Černý in Unter Nerestetz without grinding, and Franz Dvořák in Gross Kraschtitz, who ground 80 kg wheat and 200 kg barley in the milling mill of Wenceslas Hrudka in Woharsch. The largest unregistered quantity of cereals was found by the farmer Johann Fousek in Woslau, who did not register for his 67.84 g of total harvest 19.84. The farmer Franz Lech- nýř in Jamny did not log in 13.60 q of 70.28 9,the farmer Marie Hejl in Voslau 10.70 g of 209 g. In the remaining cases, the quantities of cereals not declared are between 1 and 8 q. It should be stressed that in many of the cases raised, it is not a deliberate concealment of cereals, but rather a result of the ignorance of farmers, who often do not know how much cereals they may retain for their own needs and, in some cases, from their cereal harvest, in particular barley and oats, for fear of possible consequences of punishment, which would have been their duty. I therefore consider it appropriate that, when assessing the penalties for non-application of cereals, consideration should be given primarily to whether and how the accused farmer has complied with his obligation to deliver.
