Since such an extension undoubtedly goes beyond the scope of the experiment with Czech studies approved by the Pührer, it is necessary that a new lead decision be taken. For the presentation to the Führer, however, it is necessary to clarify beforehand whether the Netional Socialist German Student Association has the possibility to carry out the necessary supervision measures to the necessary extent, so that the Obergruppenführer had asked the Reichsstudentenführers to Prague to discuss with him the details that had to be carried out by the Reich Studentenförderung. Reichsstudentenführer Dr. Scheel noted that he was in the picture of the course of the Czech studies, as he was constantly informed by his competent authorities about the progress of this study and the difficulties that arose. He stressed that he also felt that visual acuity should be eliminated if appropriate training measures were to be taken to prepare the supervisors for their task. One question, however, has not yet been resolved, the punishment of offences against student discipline, against the community life at the university or against the German interests at all, if this offence is not so significant that it can be punished by security police measures. It is therefore necessary that an appropriate proposal be drawn up on the prosecution of such offences. In order to provide a suitable basis for such a crime, it seems useful that the Czech student - in a manner similar to that of the German student - undertakes at the beginning of his studies a kind of solemn obligation to complete his studies in a loyal manner and to adjust himself during his studies to the German institutions as it is to be expected of a protectorate member in the association of the Reich.
