Scheel has issued an order that branches of the DAAV should be established in the framework of the Foreign Offices of the German Student Association until summer 1943. This order was carried out in most higher education cities. It states in detail that the already existing associations of foreigners, local German-foreign student clubs and similar organizations must be skilfully grouped together in the new branches of the DAAV. Hereby the existing associations form sections.
