22a The household of the Protectorate, which has not yet been approved, has a deficit of more than 11 Mia K in 1943. This deficit would increase to 13.5 Mia K, taking into account the additional costs for the salary (pension) improvement. As well as the current deficit, the additional shortfall resulting from the improvement in remuneration should also be covered by the bond system; the placement of the necessary borrowing would not cause any difficulties in the present situation of the money and capital markets. The above estimate only takes into account the extra costs that would arise from the increase in the remuneration of the protectorate staff. A corresponding increase in the remuneration of the municipal staff may lead to a further increase in expenditure - for the Protectorate if the municipalities cannot cover the additional expenditure resulting from the increase in resources themselves in full and if the allocation of the protectorate would have to be increased for this reason. Whether and to what extent a salary improvement of the municipal staff will result in a further extra burden for the Protectorate can be overlooked at the moment. Further work programme: New pay tables for the protectorate staff are now being prepared. It is necessary to bring into a uniform framework the remuneration of staff for whom special pay rules exist in accordance with the provisions in force (judges, teachers, government forces and police). These pay tables are then to be sent to the individual abbeys of the Reichsprotektor in order to give them the opportunity to assert the special circumstances of their specialized administrations (e.g. railway, post office, etc.).
