22 - 3 - In the case of lieutenants and lieutenants, agreement has been reached on the deletion of the excessive final stage. The small additional amount of 2.04 RM in the so far penultimate level = 1/2 salary per cent will be approved by the Reichsfinanzministerium. The additional expenses caused by the remuneration improvement are to amount to two billion kronor after the telephone notification by the Ministerialrat Schmißer of the l3rd De- cember l943. Therefore, the existing deficit, which is to be covered by the bond route, increases. The four-tiered leader G i e s notes in his record for the Minister of State Frank, which I have been informed of, that my commissioners have proposed that the proposed salary improvements be approved almost without exception. This is not true, as the above paragraphs show, and a more satisfactory result would have been achieved if I had been involved in all the stages of the preparation, as it was communicated to me in the autumn of 19942 as a plan of the Imperial Protector in the secondment of Binder, which was then requested. However, I did not receive any information on the progress of the work until August l943. For the first time, you informed me of the new intentions of the Reichsprotektor by letter dated 1 August l 943 and asked for my opinion. I replied to this by letter of 4 September l943, which was sent to me by letter from 4 September I943 . The German Minister of State for Bohemia and Moravia sent the requested documents by letter dated 27 October 1943. The documents were the subject of the examination and discussion with the Government Councillor Binder two days after the reception. I have sent through him my factual statement and offered to send immediately the competent staff to Prague in order to make the necessary adjustment to the Reichsrecht. The posting of these officials was postponed for some time to the request communicated to me by the Chief Financial President G r oß of Prague. The trip of the three officials of the Reich Ministry of Finance has therefore been postponed until 3 December 1943. Furthermore, the H-Standartenführer G i e s notes that the extremely minor deviations are disproportionate to the delay.
