Subject: Improvement of autonomous salaries - result of the meeting of 4.5.43. Orders are briefly presented below. 1.) There is agreement on the following points: (a) For political reasons, the remuneration of a large part of the autonomous staff must be increased. (b) The upper limit of the increase must, in principle, be less than the remunerations of the imperial staff who are comparable according to the principles of the compensation allowance. This limit, however, does not need to be rigidly adhered to upwards and downwards. In particular, the deduction against the Reich's remuneration can be applied differently to the individual employee groups and also increased. c) Reductions in today's salaries should not occur in any case. d) Improvement must take place in legal form, at least by an autonone government decree. (e) The dominant political principle must be that the improvement in pay must not prejudge a "final" solution to the autonomous pay law and the later relationship of the autonon staff with the Reich's staff members in terms of remuneration and employment, in particular it must not be visibly combined with a legal re-systemisation.
