If the compensation allowance system were to be made the guideline for the remuneration of civil servants, it would be inevitable to approach the remuneration system with all its peculiarities, which differ considerably from that of the protectorate. In protectorate pay law highly differentiated grades (e.g. adjunct - secretary - superior secretary) would be forced by approximation to the - wrongly common - comparison group of the Reich's grade (inspector) to a uniform level of pay and thus practically devalued the promotion possibilities indispensable for our civil servants policy. The age levels of protectorate law, which usually extend over 30 years, would be reduced to 20 years, which would result in further levelling. The sometimes low entry levels of the German salary structure would have to be fully taken into account, although the Reichsbearbeitungsgesetz has made provision for avoiding hardship when entering new grades, so that the German official, who has already spent a long time in the previous grade, does not have to start with the entry level of the new grade. All in all, the nature of the protectorate system would at most be kept purely externally, but would be destroyed in its internal content. 4.) Finally, the implementation of the proposal by the Head of Division I would require a considerable amount of time - it was said that six months - because, in the end, each individual salary group would require careful review and coordination at each individual level of salary. However, the urgency of the improvement in pay does not allow a longer delay. II. Here's a suggestion: A satisfactory solution to the pay problem can only be achieved if one frees oneself from the system of compensation allowance and, as the upper limit of the salary increase, sets up the Reichsbeschäftsgruppe, which is in fact comparable in factual terms to the Protectorate pay group. In order to demonstrate the possibility and impact of such a procedure, my department
