The questions discussed in the discussion of the 4th d.M. have been examined in detail on the basis of the memo of the Head of Division I of 13 May 1943 and his supplements. A number of new points of view have emerged which make it possible to summarise the point of view here and to explain it by means of some tables (Annexes). A. Principles. Following the cancellation of any contribution, there are two guiding principles: (1) the remuneration of autonomous staff for political and social reasons must speed up an increase which - in order to achieve the desired effect in general - must be of considerable importance. 2.) The improvement of remuneration must not prejudge the final design of the autonomous civil servants' and pay law in any way, i.e. it must not lead to any alignment with the rich relations - in particular not by means of a new systemisation. The local pay system (service classes, grades, pre-retirement levels, composition of remuneration) must be maintained until further notice. B. Implementation. I. The proposal of Head of Division I: The proposal by Head of Department I leaves it to me. (1) The starting point of this proposal is the system of compensatory allowances used in the tables of the Central Statistical Office.
