Prague, 7 May 194l. In July 1940, the Reich Federation of German Officials in Prague submitted the application for my appointment as German Senate President for financial matters to the Supreme Administrative Court in Prague for further consideration to the Reich Protector; this request was also accompanied by the expert opinion of the party.- In September 1940, financial group /Finanzgruppe Dr.Leubner/ submitted the above-mentioned request to the Czech Council of Ministers for the implementation of my appointment. This Council of Ministers, at the same time as me, wanted to appoint two judges to the Supreme Administrative Court, probably at the suggestion of the Minister Dr.Havelka, who was formerly the Senate Council of the above-mentioned Court, but which he did not succeed in being appointed on the basis of an order of the Imperial Protector Czechs. From this I now explain psychologically the further process of the Czech Council of Ministers /again - in my opinion - through the suggestion of the Minister Dr.Havelka, who does not approve my appointment without the Czechs being appointed at the same time - because the Council of Council has approved my appointment, but with the following statements: 1./ it is not a matter of reparation, 2./ I have done better than the Czech colleagues, 3./ my nationality is allegedly "not genau". I then immediately turned to Dr.Steiner, the clerk at the Reichsprotektor, presented the case to him and also submitted evidence to him,in which he explained to me that the Reich Protector will of course reject such malicious and hateful accusations, which have a per se purpose, and I should not worry. On the same day - with the knowledge of the above-mentioned gentleman - I still visited Dr.Kliment, a senior secretary at the Supreme Administrative Court/ at the State President's Chancellery and presented him with my evidence, which he was quite amazed to explain: "I know that you are a German and therefore you were also called to the Supreme Administration Court at that time; there must be a mistake, the vieder must be made good and I will arrange for it; the President has nothing against your appointment. 2 I have then submitted the following impeccable evidence to the successor of Dr.Steiner, Dr. Pillat, the directorate of the German High School in Leitmeritz and the absolutorium of the Deutsche Karls-Universität in Prague. 2./The Military Base Book Bulletin from the World Wars, which shows my German mother tongue. 3./The decree on admission to the Czech Financial Service in l9zo, which established the perfect knowledge of the Czech language as a condition for my definitive employment. 4./The Decree on the proof of knowledge of Czech language. 5./The declaration by two partymates that I was transferred to the Czech territory because of my German nationality as head of the Office of Fi- nance in Karlovy Vary in l934 in order to make way for a Czech legionnaire. 6./An article of the *ZEIT AM MoNTAG of July 1st l938 on how I "as a particularly correct and ignominious German official opposed the Karlovy Vary omnibus society in Jewish possession. 7./Letter of the Obersteuerinspektor Luftner dated 30.XI.l940 concerning the article of the Czech Hetzblatt "KARLOVARSKE LISTY about the cleaning at the tax office in Karlovy Vary by the transfer of my person and veterian German officials. /
