Group Classes and Cultures Prague, 8 May 1942. I l0 No.E III G l-182/42. 22 Presented to the Head of Division I in the H a u se with the request for forwarding. As regards the question of the takeover of the Deutsche Handelsakademie Pilsen by the Protectorate, the following comments are made: It is true that the Unterricht Group and the Finanz Group have agreed to the takeover by the protectorate of the German Trade Academy by the Association of German Merchants and Industrialists for Pilsen and the surrounding area. The main reason for this was that, as in the rest of the Reich, the schools should in principle have public institutions, and 2.) the transfer of the financial burden from the former financially weak school-bearer to the broader shoulder of the financially stronger protectorate is linked to the adoption of the institution by the Protectorate. This point of view was decisive because it can be seen from reclaimed subsidy applications of the association that it is not able to financially promote the institution as it is absolutely necessary in its interest. Finally, 3.) the transfer of the assets of the association to the Protectorate appeared harmless because, according to Article 1 of the Führer's Decree, the Protectorates of Bohemia and Moravia of March 1, 1939, "belongs to the territory of the Great German Empire", and therefore there was no reason not to entrust the protectorate, as bearer of the school's burden, to its assets. It was only on this vet that a complete relief of the Pilsener Schulverein was brought about, which was the main reason for this. At that time, the idea of leaving the real assets to the association or even transferring them to another private institution, e.g. the German Cultural Association, was not considered.
