- 2 - "Czech crop protection aid" is the principal mayor in the village. He is personally responsible for sabotage acts or resistance actions. With the establishment of the "harvest protection aid", due to the rapid maturing of the harvest, must be started immediately. If, in spite of these measures, sabotage acts occur, the place or territory concerned is removed from the state food allocation and supply and the population has to attribute itself to the famine then occurring in the area. The seriousness of this situation is to be brought to the attention of the Czech population by all appropriate means. The district heads and possibly appropriate associations shall immediately be appointed to carry out the "harvest protection assistance". 2.) On behalf of the Reich Protector, I informed Prime Minister Eliáš, in the presence of the other two ministers, that fire will continue to be caught and burned during freight transports through the Protectorate in large quantities of hay and straw transports. Since this mass of fires does not exclude the possibility of sabotage files, the Prime Minister was instructed to arrange for the transport bureau to provide a guard who had to ride on the wagon in question from tomorrow on every wagon loaded with hay and straw. The Prime Minister assured the so-called instigation of this measure.
